In early 2003, Honeywell FM&T (Federal Manufacturing & Technology), under contract with the Department of Energy, began the search to find a CMMI tool which would meet their stringent requirements for quality, ease of use and aggressive appraisal schedule. No product met their combination of requirements adequately. Based on our experience of developing usable applications for complex, evolving processes like CMMI, Honeywell FM&T asked us to develop their new product.
Working with Honeywell FM&T, we began the task of developing an application with the explicit objective of expediting the appraisal process without compromising the quality of its administration. The Appraisal Planning & Support System (APSS) was the software tool created to manage CMMI implementations. The key focus of APSS was on minimizing data redundancy and maximizing data collection efficiency.
Honeywell FM&T saw a 40%-60% reduction in the labor time to plan and administer each CMMI appraisal (as compared to spreadsheet and word processing solutions that were previously being used by the teams). Based on this internal performance, the decision was made to re-market the technology in accordance with United States DOE requirements.
